The first question is not whether you should dispute. It is what process your notice belongs to.

Penalty Notice
Usually AMPS/APS. Yellow Toronto parking notices do not start in court.
Offence Notice
Usually POA. The notice options and response deadline are printed on the ticket.
What to scan
Front and back of the notice, including the offence wording and options section.
Why it matters
The route controls deadlines, evidence steps, and whether court-language applies.
How to tell from the notice
A municipal Penalty Notice usually points to screening review or hearing review. An Offence Notice usually includes POA response options, such as paying the fine or requesting a trial.
Withdrawn treats these as separate paths because the next step, deadline, and evidence checklist are not the same.
